ISDN PRI- nodetype CPE- always using Exclusive channel in setup msg

hi all,
in Asterisk code, in case of isdn pri, when sending setup msg on pri line, if channel is not exclusive then it checks for node type, if node type is CPE it will set exclusive. that means it always says for exclusive channel. but according to protocal cpe can send preferred if exclusive is not set. for further clarification in asterisk i have attached code .

exclusive = 1;
else {
/* otherwise, traditional behavior */
if (p->pri->nodetype == PRI_NETWORK)
exclusive = 0;
else
exclusive = 1;
}

on the protocal side, cpe can be set preferred or exclusive.
can someone clarify the behaviour of asterisk and protocal.
