Sounds pretty easy actually...assuming that the information provided to the database is accurate. I'd be certain to use very specific database queries, do not use "SELECT * FROM..." you should narrow down the query for optimization.

Your system request can be implemented with an Asterisk using a VoiceXML like VXI* from www.i6net.com.
Your application is: what we call a voice portal coded in VoiceXML; this kind of applications become easy to manage, maintain and control. You will never know how complex your service can become after some few selects to a database... and some conditional loops...so have a look to VXI* VoiceXML over Asterisk ;-)

We want to provide real time vehicle tracking to our customers on telephone system.
A client will call to Our customer support number.
1. IVR will pick the call
2. Get Vehicle number.
3. Authenticate from remote SQL DB.
4. Fetch the location record
5. TTS the location.
