What am I doing wrong??

Simply question here (I think). I'm running Asterisk 1.6.

When a call comes in, I want to call a extension defined in extensions.conf. So lets say that under [devices] in extensions.conf I have the following:

[devices]
exten => 900,1,Dial(SIP/16045551212@link2voip-sw1)


Now under [from-trunk] I have the following:
exten => _1NXXNXXXXXX,n,Dial(local/900@devices)

So, when a call comes in it should look under devices for extension 900.

In the CLI I'm getting this:

    -- Executing [16045551212@from-trunk:2] Set("SIP/link2voip-sw1-00000038", "CALLERID(name)=ABC") in new stack

    -- Executing [16045551212@from-trunk:4] Dial("SIP/link2voip-sw1-00000038", "local/900@devices") in new stack
  == Everyone is busy/congested at this time (1:0/0/1)
    -- Auto fallthrough, channel 'SIP/link2voip-sw1-00000038' status is 'CHANUNAVAIL'


If I dial 900 from my phone it rings my cell phone no problem.

I'm guessing that I'm just using the wrong syntax for exten => _1NXXNXXXXXX,n,Dial(local/900@devices).
