connect to AGI Problem

I have configure my manager.conf as below.

permit=192.168.1.7/255.255.255.0

[Userhal]
secret = A12345B
read = command,call,config,all
write = command,call,config,all
permit = 192.168.1.119/255.255.255.0

#include manager_additional.conf
#include manager_custom.conf


but it return below error ( I'm running vtiger AsteriskClient.php script)

Socket cannot be created due to error: 10060: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
