The simplest solution I can think of is to use an ATA with an FXO port to connect to your POTS line. (FXS ports connect to telephone instruments.)

A Linksys/Sipura SPA-3000, SPA-3102, etc., will give you one FXS port and one FXO port, allowing you to loop your POTS Dial Tone through to your desktop telephone instrument. You can rig a simple password mechanism into the Dial Plan to prevent people who stumble upon your interface from running up your phone bill.
