- What is ETNS – The European Telephony Numbering Space (ETNS) is a European numbering space parallel to existing national numbering spaces, and is to be used for the provisioning of pan-European services. A pan-European service is an international service that can be invoked from at least two European countries. The main objective of the ETNS is to allow effective numbering for European international services for which national numbers may not be adequate and global numbers may not be available. The designation of a new European country code-388-allows European international companies, services, and individuals to obtain a single European Number for accessing their services.
- What do calls to ETNS cost? – For the types of service currently designated for use with ETNS Numbers, the cost of a call to an ETNS Number dialled from within Europe will not exceed the charge for a national long distance call.
- Obligation in EU countries to handle calls to ETNS numbers – An obligation on network operators in the European Union regarding handling of calls to ETNS numbers came into force in July 2003. The obligation is specified in Article 27 of the European Union Universal Service Directive.

+3883-1 Public Service Applications
This category includes not-for-profit and community-based services for the general public that are pan-European in nature; profit-seeking or competitive uses are dealt with under the number range for Customer Service Applications.
Public Service Applications are identified by the service code which follows the ETNS code.
The remainder of the number will be three digits and cannot be truncated. The service identification code one combined with the short number is intended to provide numbers that are easily remembered.

+3883-3 Customer Service Applications
This category includes services for customers of corporations and other organisations, including non-profit organisations.
Customer Service Applications include, but are not limited to, the following:
- Pre-sales and promotions
- Sales
- After-sales and customer care
- Dealer support
- International and inter-governmental services
Customer Service Numbers are identified by the service code 3 which follows the ETNS code.
The remainder of the number is either:
- eight digits in length for numbers beginning with ‘0’ or ‘2’ to ‘9’ following ‘3883 3’; or
- four digits in length for numbers beginning with ‘1’ following ‘3883 3’.

+3883-5 Corporate Networks
This category of services is for corporations and other organisations, including non-profit and governmental organisations. Corporate Networks are intended to allow organisations to map their new or existing networks, such as Virtual Private Networks (VPNs), onto the 3883 number space. They are not intended either for customer service applications or for individuals.
Corporate Networks are identified by the service code 5 which follows the ETNS code.
The remainder of the number will be nine digits and cannot normally be truncated.
Example: +3883-5-XXX-XXX-XXX.
The size of the number block allocated will depend on the size of the organisation making the application.
+3883-7 Personal Numbering
This category of services is intended for the private and business use of individuals. Personal Numbering services will allow individuals physical mobility within Europe and between fixed and mobile services. Individuals will be able to provide colleagues, clients, friends, and others a single number at which they can be reached.
Personal Numbering services are identified by the service code 7 which follows the ETNS code.
The remainder of the number will be nine digits and cannot normally be truncated.

Call routeing
Double Translation (Method A)
- The calling party dials the European Number (EN) in its international format. Based on the ESI, the call is routed to the Serving Network. Note: A network is called a Serving Network when it is able to analyse and translate the European Number by using ETNS translation capabilities. The Assisted Network has only to analyse the ESI to route the call to the appropriate Serving Network.
- On receipt of an ETNS call, the Serving Network triggers the ETNS translation database to translate the incoming European Number (EN) into an outgoing Routeing Number (RN). The Routeing Number points to the Service Network to which the Service Producer is connected.
- A second translation is performed by the Service Producer to get a Terminating Number (TN) to address the called party.
