Asterisk bounty IAX over DTLS

The bounty is for a patch that will provide IAX over Datagram Transport Layer Security
(DTLS) as per RFC 4347. The patch must work with the Asterisk releases 1.4 and 1.6 at the
time when it is submitted and must not break anything else.

Digium’s code guidelines apply. The patch must be submitted to digium via the bugtracker with
digium mandated disclaimers.
