I dont think voice mails are a part of the patient's health record. they aren't stored permanently. I don't think HIPAA applies.

It doesnt matter if they arent stored permanently. PHI can still exist in the voicemail being left. There are guidelines about what makes voicemail HIPPA compliant. There are even guidelines on what healthcare providers can leave in patients voicemail too.

I thought so too, there are potential PHI in the voicemails since patients need to leave name and DOB along with possible health or medication issues they are leaving the voicemail for.
