I need to create a PBX option that allows employees to dial into the corporate headquarters IVR and enter a passcode to enable them to then enter a long distance number that will dial via a cheap calling route to the USA from Canada. I will likely use ClearlyIP or VOIP.MS or similar for the outbound trunk.

We have 10-10-YAK, 10-10-100 and 10-10-738 that offer discount long distance but my client wants to use their PBX to achieve even lower rates per minute.
The 10-100-XXX services actually are built for land lines and the user is billed by their phone provider. This would be a variation on that model.

Seems like an odd request, but most cell plans in Canada that offer nationwide calling are around $50 per month but jump to $95 per month for Canada + USA.

Have I explained the user case clearly?

Any thoughts would be appreciated.

Set up DISA with strong passcodes for their access. If there are a large number of access codes needed, you'd need to consider some custom dial plan code that would do a database lookup to validate the passcodes.

I've used the database lookup method with Cisco call manager. You'd hit the IVR and then select a hidden option which then solicited the caller for their employee ID number which was then verified against the employee database. Once that employee number was verified, they could then dial a call.

I will explore DISA. Sounds good. Thanks.

Only us Canucks understand the cellular dilemma up here! :)

DISA from a hidden IVR menu option is the way to go. Using a database lookup is totally next level! Pre-COVID, when I traveled to the US a lot for work, I used my tollfree number to IVR, hidden menu, DISA, and out again. Penny/min vs 35c/minute. Rip off artists up here, looking at your Bell/Telus/Rogers.

EDIT: 35c/min is for a local call, toll calls are much, much worse.

Agreed. Some cell plans don't have US calling but charge 75 cents per minute to the USA. And those plans don't block accidental calls to the USA (thanks to the NANPA being so screwed up!).
