sl module allows OpenSER to act as a stateless UA server and generate replies to SIP requests without keeping state. That is useful in many scenarios, when it is not needed to start a transaction. The module filters the ACK requests for negative replies sent by sl functions. sl_send_reply() is basically the function that can be used to send replies from configuration file. The module could be considered as one of mandatory-to-load modules, based on its usefulness.
