Phoner is a free but not opensource Windows SIP softphone.
It also supports ISDN cards using a CAPI interface

There are two versions:

  • Displays Jitter and Packet Loss measurements for the incoming data stream
  • Has a Debug window showing sent and recevied SIP packets
  • select Windows Sound source
  • Supports multiple languages
