Have raised a ticket about this even though this is a 3 year old PSU I/P 100-240v 50~60 hz 5.5amps AC ; O/P 18watt 5.25volts dc 3.5amps from Argon40.com website. Its double insulated so the earth (ground) pin on the PSU is plastic just to operate the shutter which allows the plug to enter the socket
The RPI 4b in an Argon40 case I noticed had stopped, and noticed sparks when disconnecting the hdmi cable (attached to a monitor)
Test as photo measured voltage relative the green wire conected to 'Earth pin of a uk plug = house ground (earth to me).
If you have one of these even with US type there is possibility of similar failure.

fault to power supply.

I'm not saying that this power supply is good or bad, but it is pretty common to measure ~100V AC between floating SMPS output and the ground. I'm not sure why are you measuring full 230V, perhaps this is turned off power strip that disconnects only N line.

For valuable stuff like prototypes I'm trying to use only grounded power supplies, I've learned the hard way. This voltage won't hurt humans (not enough energy, current flows through 1 nF capacitor at 50 Hz -> 3 M Ohms), but some integrated circuits are way more sensitive.

Thanks for that I am coming to the conclusion that there is something in what you are saying.

If a power strip only disconnectects neutral, the indicator neon would almost certainly remain on, sue the manufacturer
