At least that's what I think is happening.
I have a Cisco 7910G Phone - I have built and got the SCCP-B HAndler working for it, but it gets it's config data in a download via t*f*t*p from my asterisk server.
Problem is, it won't get it, unless I turn off iptables/fail2ban and then reboot the server...
The "logs" don't appear to be reflecting the t*f*t*p attempts, that I can see, but it's a sure bet that they what is rejecting them.
The second issue is that when I open these up (Disable them) it's only after a reboot that the t*f*t*p works. (and then I can enable them both again...) Clearly a reboot is too drastic - clearly there is something that happens during a startup that only happens then, with respect to servicing a t*f*t*p request. Where do I look for this? I have tried service network restart, but that doesn't work, and the next likely is restarting inetd, but it would appear to use a different mechanism...
