can connect but cant make calls

I can connect to my PBX via travelin man script. hard deskphone registers. I get dialtone. but, when I try to make a call all i get is a busy signal. checking debug shows it not even trying to go out an route.

I had to enable stun in order to get it to get this far. Any ideas?
