This might be a dumb question.
With the E911 new requirements I am running into a problem with 911,
I use VOIP.MS for outgoing calls but my main incoming DID is with Vitelity
I would like to be able for regular calls to present the caller ID with Vitelity but when 911 is called to present the DID i have recorded with VOIP.MS in order to pass E911
Is it possible to do this through the dialplan?

If this wont work, what is the procedure to update CNAM database to reflect the business name associated with a caller ID? Is VOIP.MS supposed to do this?
Vitelity has the option for this but i did not see for VOIP.MS

Easy peasy. Set the Extension CNAM/CID to what you want it to say for normal calls, set the Emergency CID to your voip.ms DID. And of course, make sure your 911 route is set as an Emergency route so it shows the Emergency CID set on the extension. Make sure you also have the voip.ms test 911 number in the route, and test away!

Display Name: Internal calls
Outbound CID: Normal outbound calls in the format "Callers Name" <9995551212>
Emergency CID: well...

I have a feeling the "Emergency CID" has moved recently. I think it used to be under the Advanced page in the GUI, regardless, it's in there somewhere.

I found the Emergency CID at the extension. If i understand correctly.
for each extension i will set up the regular Outbound CID and the Emergency CID.
For the Outbound Route I have to make sure Emergency is enabled.

Just to be clear, how many 911 DIDs do you have? Who provides the 911 service?

If it's only one 911 DID, you don't need to muck around with per extension settings. Handle it the outgoing route. Create an "Emergency" route and place first in the outbound routes. Set dial patterns to match 911 and the provider's 911 test numbers, set the route CID, check "override extension" if appropriate (it would be if there is only one 911 DID), force recording (optional) and point to the appropriate trunk. Make a test number call. If test is good, we always make an actual 911 call, confirm info with the operator, document it and save the recording.

I have incoming trunk DID with Vitelity and outgoing trunk with VOIP.MS
I enabled 911 on both because I did not want to get stuck with a big fee for not having E911 enabled.
I would prefer to use for E911 the Vitelity trunk since i use the Vitelity DID as the number for CID for the outgoing calls.

If all of your phones are in one place, just put one VOIP.MS DID on the outbound emergency route and click "YES" on the Override Extension entry. Make sure the DID you send to E911 is one they can call back and get someone. Even if you have to have a dedicated VOIP.MS DID number that E911 can call back on, its a good way to go.

Ooops. I just duplicated what @jerm posted.

Thank you guys. I got this resolved. VOIP.MS if you place a ticket with them they will update the CNAM database for one time fee of $10. If I recall correctly this is the same fee Vitelity charged for this too.
