The landlines are State-owned, archaic and minimal. Don't expect VOIP service of any kind there. There appear to be several cellular companies. One US company based in West Virginia appears to offer VOIP in Burundi. See https://www.voipproviderslist.com/country/voip-burundi/voip-providers-burundi/vision-telecom-llc-1/
