POTS line not dialing out

Here's my setup:

PBXiaf Bronze v1.7.9
PBXiaf ver 1.7.5.5
FreePBX 2.6.0.5
Asterisk 1.6.2.16
Dahdi 2.4.0+2.4.0
Libpri 1.4.11.5
Centos 5.5
Kernel 2.6.18-194.26.1.el5 32 bit
Four POTS lines hooked up thru a Sangoma card
No VOIP connections
Aatra 6757i phones

Been running this set up for quite a while with no problems. Yesterday began having problems dialing out. When I place a call, I never get to a ring, just silence.
No errors in any of the logs, incoming calls are working fine on the line.

When I tie up the first line (dial out and just let it sit) and then place a call on the next available line, the call goes thru fine.

I have tried deleting an re-adding both outgoing routes and trunks in FreePBX with no change.

Any suggestions as to where to begin to look would be greatly appreciated.

I would start at the Demarc
check for dial tone & see if you can complete a call from there.

What ^^^^^^ said. Sounds like the 1st line has no dialtone on it. Or, the port on the card has gone bad.

Tied directly into the incoming line with an old touchtone phone. Have a dial tone but can't dial out with it either. Just solid dial tone. Have called phone company.

Yup, sounds like the line card in the telco has gone bad.

Sangoma card is good because I switched 2 of the lines and know the first port is good because it worked with another phone line plugged into it.
