Problem with remote extension setup localnet setting

Following the instructions on FreePBX to set up remote extension, it asks for externip, externrefresh, and localnet settings. The first two are OK, but when I put in the localnet=192.168.254.0/255.255.255.0 line, there is a problem. When I look at Asterisk Info, PEERS, all the external ones show UNREACHABLE, and when I look at the op panel, they are all grayed-out. However, all registrations appear to be normal. Is this a reporting problem, or is there something actually wrong with these settings? Thanks
