SOLVED Should the PBX Invite not include all audio codecs that are enabled?

I've set up a new PBX since the Hotline shutdown, now back on Vultr for a bit. I deviated from my normal setup of using a VPN connection to the pbx and am NAT'ing all of my phones at home, to the pbx.
I'm trying to do a phone page, from a device that uses Opus (Groundwire) to a g711 phone, the phone is responding 415 Unsupported Media. Looking at the Invite from the pbx to the phone, it only includes SDP for Opus, yet 711 & Opus is enabled in SIP Settings. Should the pbx not include SDP for 711 and do transcoding? What am I missing?

Got it. I wish it had of been a little more verbose.

Opus wasn't downloaded/loaded. Once I added Opus things work as expected.

Without Opus:
Invite sent as Opus only.
With Opus:
Invite sent with Opus & 711u
