Use ATA for outbound only?

Hey!
Is it even remotely possible to have an ATA that is connected to the PSTN (Like Obi110 or SPA3102) that would not take incoming calls from PSTN, but only send them out?

-Edit: Another question..I am planning to get an ATA and phone and leave it in the Caribbean (thus not really easy to get a hold of if changes were needed) and the DSL there has a constantly changing IP. I'd say every time the modem restarts, the IP changes (and widely. Often times it would go from like 79.XX.XX.XXX to 174.XX.XX.XXX) so is there a way that I could allow this, and only this, device to register to my PIAF remotely (with 5060 open) since the IP changes constantly? I do have a DynDNS domain set up for this, if that helps. Also, I should just get a cheapo-ATA (Like Grandstream HT286) since it will be in heat for extended periods of time?

Yes, you can set outbound routes and dump all inbound routes or even blacklist the inbound DID. Inbound callers would receive the error message "The line is no longer in service....".
 
In your SPA3102 or the like you should be able to configure the PSTN to VOIP gateway settings to basically ring thru or not answer the call and send it to the Asterisk server.
