Volume issues, Please help

I have a PiaF setup with 6 FXO/incoming analog trunks and a FXS/station analog line going to a fax machine via DAHDI. I'm also using Aastra 57i SIP phones.

The problem I'm having is the Call Screening voice announcement is extremely loud compared to the volume of the incoming call.

I have tried increasing the rxgain on the FXO channels with rxgain = 15.0, it took 15 to bring it close to the volume of the announcements. But doing so broke our analog fax machine.

I'm unable to find any setting for lowering the volume of the announcements themselves. Am I missing it or what is the best approach to fixing this problem?

Isn't there a corresponding txgain= setting? You could also try running fxotune -s
 
There is a txgain setting but I left it as 0.0 because the calling parties have not complained about the volume on their end.

Also, I ran fxotune to solve some echo problems. Do I need to run it again after increasing the rxgain setting?
 
I apologize if this is an ignorant question; however, can I use sox [filename] -e stat and get 'Midline amplitude' of the recorded into file then script setting all of the announcement files to be close to it?

The scripting part isn't a problem. My problem is I don't understand audio enough to know if matching the amplitudes will bring the volumes inline with each other.

I'm just trying to avoid having to go through each announcement individually, experimenting with various sox -v settings until they sound close.
