SOLVED *9[whatever] - fast busy

Just trying to get voicemail working.
I get a fast busy whenever I try to dial either *97 or *98 from an extension. I've noticed that the fast busy starts as soon as I've pressed *9.
Voicemail is enabled on the extension.
In admin /feature codes, everything is enabled and default.
I'm using a portable with an ATA.

I notice that a *3, *4, *5, *7 also produce a fast busy, but *69 and *69 work fine.
Any ideas?

That should work for most ATA's
 
Thanks! I'd completely forgotten about ATA dial plans.

Is DTMF in-call recognition done in the ATA or in the PBX? Guess I'd ought to ask that as a separate question.

 
I seem to recall disabling all feature codes on my atas (spa3012's and pap2t's) - basically i see it as the ata sees it first, if it triggers an ata feature then the ata catches it- otherwise it passes to the pbx, (depending on the dial plan)
