TIPS Ad playback and TTS

Looking for a custom module that can play back different audio files based on parameters, and keep track of the data. Need to manage the audio files, and be able to have min/max playbacks in a day/week/month and/or time period during a single day. The audio file will essentially be a campaign. There will also be a text to speech component after the audio file plays. He wants to be able to play the weather and time for each of the DIDs based on the location that would be associated with each DID. Any ideas?
