BT200 congestion straight to VM

I've got a BT200 that is acting oddly. When I call it from another extension (HT502 ATA), I get a route congestion message in the debug before it connects straight to voice mail.

What is odd is that if I dial out on the bt200, it connects with no problems, and then will also accept calls from the ht502 to back to the bt200 for a short time. After a little while, the problem returns.

Looking over SIP Info in the PBX, I noticed that the bt200 was not connecting on 5060, but on port 40188.

I am waiting to get the phone back to take a look at the settings. The only thing I can think of is that random port could be set to yes, but I don't think it is.

Does anyone have any insight on why this would be an issue or what I should be looking for to correct the issue?

was the bt200 offsite or not on the same lan as the ht502 ata ?
what is the local sip port for account 1 ? how many accounts do you have configured ?
 
Thank you for your questions. Both the BT200 and HT502 were on the same site and I presume the same LAN (and will confirm with the installer). Neither was on the same LAN as the PBX. All SIP ports are configured as 5060, phone, ata, and freepbx extensions. I have both the bt200 and ht set up with accountcode the same (the a2billing billing account). I have three extensions only on this pbx, one IAX and two SIP, 400 and 401 for the HT and BT, respectively.
