NO JOY Bulk: All Circuits Busy

I am using Bulk as termination. Got dialler set up and Bulk says all circuits are busy now. Is there something I am missing? Rest are able to make calls perfectly. i mean the rest of the extensions. And the extensions which is dedicated for dialler is getting this error. All extensions are using BulkVs trunks. Tried Anveo but they don't provide dialler termination.
PS: Please forgive me if i am on a wrong thread. And move me to the right one. i tried searching but couldn't find anything i was looking for. I am a novice in this VoIP technology.
