SOLVED Calls work but no voicemail

I have a new install of Piaf green, I can make and receive calls OK, but I cant get voicemail working.
If I monitor a call with asterisk -rvvvvv I can see that is says it is playing the message but there is no sound heard, then it immediately saves a 0 second voicemail.
My last install was on a raspberry pi on the day the forum died with the same result but I thought it may have been a pi limitation as I couldn't find any hits on searching for similar problems, and the pi specific information was mostly gone. Now I am sure it must be something in my setup by I can't think what to check.
 
Extensions were created in FreePBX under menu item Applications -> Extensions, then Add extension as Generic SIP device.
Most options are left as defaults
 
The only time I've seen something similar was when using bulk extensions to load extensions, and the voicemail did not get turned on in the configuration by default. Also, the context was wrong, it was trying to use device not default or something like that. Double check it is turned on in freepbx and the permissions on /var/spool/asterisk are asterisk:asterisk.
 
Found the problem. At the bottom of the extension setup, there is a section titled 'Optional Destinations'
The defaults here were: Unavailable voicemail if enabled, Busy voicemail if enabled and Unavailable voicemail if enabled
I changed these to Voicemail : <ext> Extension name (unavail) and it works
