Here is our situation: We have two servers, one at the central office with our DIDs and main outbound trunks. A satelite office has its own server with extensions. My question is what is the best way to connect these two units so that a) the remote office uses the main office's outbound trunks for outbound calls, and b) an incoming call on one of the main server's DIDs can be routed to an extension on the remote server from a selection from the main server's IVR, and c) ext to ext dialing and such works.

This is pretty much what DUNDi was designed to do. A great place to get started is with John's (jmullinix) DUNDi Peering Tutorial.

Are the trunks that are setup at your main office PRI or POTS lines? If not (and they're VoIP DIDs), you could set up the appropriate DIDs on your satellite office PBX and save some bandwidth. Moreover, you can have one PBX act as a backup for the other if one of your Internet connections goes down.

We are using SIP trunks for the DIDs at the main office, however they are tied to the static IPs at that location. I'll look into the DUNDi options and see how that plays out. Thanks for the leads.
