Custom context within device and user mode

I provide my PIAF for two companies. Each have their own outbound trunks. I can manage this with a custom context that allows devices to use only one of the outbound routes. But it would be nicer to restrict the use to the user and not to the device. In this case a user can log into any phone.
How to define the user’s custom context?
