email voicemail to mobile device

I need to have a emergency response system. Basically... a user calls and get's the company announcement (which says "if this is an emergency press 9").
If the user presses 9, another announcement is played indicating the terms/conditions of using the service, and if you agree press 1. At which point the user is prompted to leave a message and when done press #. Then they are presented with the classic, press 1 to deliver, press 2 to preview, press 3 to re-record, press * to exit. if the user presses 1 the message should be emailed.. in this case to a blackberry/PDA but could be any email address. The message would ideally also be stored in a voice-mailbox for remote retrieval in the event something happened in email delivery, or for post incident auditing.

So, any ideas on how to do this would be appreciated.

This seems fairly simple - a nested IVR with a the final destination a mail box, with the email address to deliver it to.
