Feature code to switch voicemail on and off

hi,

is there a way to let the user enable/disable voicemail by feature code ? lets say i set 20 sec. for an extension as default. so if the user enables VM calls get to VM after the 20 sec. if the user disables VM the extension will ring until ringtime default in the general settings is reached.
