Flite / Festival Text-to-Speech Engine

Does anyone know if there are any inline commands to control the speech.
With Festival, you can use XML to control speed and breaks in the speech.
Are there any commands in the PiaF flite program?
e.g. To slow down the speaker or to pause between two statements in the same 'flite' line in the dialplan.
Does period, comma, exclamation point, question mark, etc. actual do anything to the message, I cannot tell.
Maybe, I am using them incorrectly.o

I want to say something like:
Device <pause> abcd <pause> is down at ... time
or
Device <pause> abcd <pause> is now responding
