Frequency of outgoing congestion

We recently had to switch all our outgoing traffic to our VOIPStreet trunk due to a lightening induced fault on our Rhino FXO card (replacement in transit). I've noticed periodic failures which make it to the point where VOIPStreet accepts the call and then I get this in the log:

[Jun 16 14:26:53] VERBOSE[28643] logger.c: -- IAX2/VoipStreet-XXXXX is circuit-busy

This happens about once a day with very VERY light outgoing traffic. I just wonder how other providers perform in this regard. Anybody care to share their experiences?
