TRY THIS INBOUND CALLS ring busy

Incredible PBX 15.0.16.53.1 hosted at Vultr, All DID's trunks and peers show registered. VOIP.MS is the provider and DID's show registered on their side,
Outbound calls work fine all the time.
When dialing IN, all DID's are registered to the atlanta1.voip.ms ring busy, never reaching the PBX itself, no activity at all in the CLI.
Issue a fwconsole reload command and calls go thru for little while.

You don't mention PJSIP or Chan_SIP, so if Chan_SIP try lowering your qualify time to keep the connection up:
qualifyfreq=50
qualify=yes

You can see their sample config on the voip.ms wiki for chan_sip.
 
Thank you for the suggestion, I using Chan_SIP and have added the qualifyfreq=50 and so far so good. Qualify=yes was already in place. Should I be using TLS setup?

/root/add-fqdn atlanta1-voipms atlanta1.voip.ms
Choose 0 for all ports and try again.
