QUESTION iptables - new connections

It appears that I have a Iptables issue with new sip connections. When a new phone tries to register for the first time, iptables blocks it. If I drop the firewall, the phone will register and stay registered when the firewall is restarted (until the phone is rebooted, then its blocked again). Is this by design? Remote phone are on dynamic IPs so creating firewall rules might difficult.
