It does not. Not sure how Telecom Carrier -> Certified SBC (instead of customer PBX) -> Google Voice is actually by passing any telecom restrictions. What the customer does with the call after they receive it on their SBC isn't a concern of the carrier. So since the relationship is still Local Carrier <> Customer the regulations still are applied. What Google gets around is becoming a licensed telecom carrier **themselves** in that region. This separation allows Google to bypass heavy local telecom restrictions in certain countries.
Nothing skirts or bypasses those restrictions. In the SIP Link scenario Google Voice is nothing more than a cloud application that provides PBX voice features. The actual SIP Trunk that Google Voice connects to still is subject to all regulations and laws of the region. SIP Link just shifts responsibility of following and enforcing those regulations to the BYOC carrier.essentially bypassing the local heavy telecom restrictions
It does look like they offer SIP Link in the US and it works with Google Fi??I think there is too much competition for them this late in the game. Also, not offering SIP in the US is still a poor choice on their part but doubtless related to FCC requirements on some level.
Microsoft Teams has lead Google in this game for some time.
