NO JOY Outisbusy

All,

I am receiving "outisbusy" for most outbound calls....sometimes after a sip reload it will work but still cannot figure out my issue. Any help would be appreciated! Steve

Using Incredible PBX 13.0.192.19 Asterisk 13.22.0

I had to add the trace as an attachment since it went above the character limit.
