PIAF running out of channels

OK, this is a new one. I have 15 SIP extensions, 3 DADHI FXS extensions, and 1 DADHI FXO port. By my count, that means I should have 19 channels available. FreePBX only shows 14, and when I try to ring an outside number with a ring-group, along with three IP phones and an FXS, the FXS doesn't ring. If I get rid of the outside number in the ring-group, everything works fine. The outside call seems to be taking up a large number of channels for some reason (since the count is wrong anyway this could be related)

Has anyone had this issue before, and how did you solve it?

PIAF 1.7.5, Asterisk 1.6.2 w/ Dahdi, FreePBX 2.8

After doing some testing, I figured out the problem with the FXS not working (well, I don't know what causes it, but I know how to make it work...) If I turn off "Confirm calls" in the ring groups module, everything works.

The channel count is still off, and now I have to adjust my ring group times so the outside voicemail doesn't pick up, but it does sort-of work.
