I can recommend Voipon, I don't know the German company. I would suggest that you go with the UK company, because if it needs to be returned, its easier in terms of geographical location, and language. Do some bartering and you may get something off the price.

Just to confirm that this is the only hardware purchase I need. For example, I have a Sipgate number which they tell me can accept up to 15 incoming calls. I presume that PIAF will hadle all of that via software.

I haven't yet got my PCI card. I have two spare Linksys SPA3102 units.

Could I use these somehow in the interim to connect up CO lines?

Yes, but these units have low volume and too much echo to work very well for a CO line connection. Hooking them up can be tricky. You can find docs on the SPA3000 which was the predecessor for how to hook up with Asterisk.
