Question on inbound and outbound calls

I have a client that is using PBX in a flash. The newest one. I have updated all the modules to the newest versions as well.

I have their trunk up and running.

The client wants to do the following.

When a call comes in it is answered by a IVR. That IVR then fowards the call to a external number. (thats the easy part)

Next they want to say if the there are 10 current outbound channels used, for the call fowarding. Then put all inbound calls in a queue after the IVR till a outbound channel opens up.

Is this possible to do. I know it be easier if they would just use queues and agents but they don't want to fully replace their current system.
