Queue - No Agents Help

Queue - No Agents - Failover

I have a queue set up that has a couple of agents that will be working part time, and the rest of the time, their phones will be on DND.

I would like to feed a queue with these agents first, and if none of these phones are active, fail over to a second queue.

I've tried setting the "Join Empty" and "Leave When Empty" settings in FreePBX for the first queue and have set them both to "yes" and "strict" but neither of these seem to be causing the call to fail over to the second queue. The call does fail over to the second queue after it times out in 10 minutes.

Am I missing something?
 
I did a little reading and it seems that what I'm asking may not be possible....sort of....

We are going to put some college kids to work out of their dorms and they will be working some non-standard hours...so basically I want the queue they are in to fail over if no one is available. A simple ring group will not work.

I think I probably need some custom function that these employees can dial something from their extension that will do several things at once like put their extension on DND, and remove them as agents from the appropriate queues.

Has anyone already designed something like that that I can re-use?
