QUESTION Ring Group Busy - Message Played Out of Order

So I have a weird issue that I think is not normal.

I've got a did that goes to a ring group. The ring group is set that if there is no answer it should respond busy.

Someone called me the other day and said the number was showing out of order when they called.

I called and verified that if all lines in the ring group is busy it just rings for a few seconds t hen plays the number is disconnected or no longer in service message from somewhere and repeats.

Switching the system to just ring until they hang up does what it should.

Why is that happening?
 
Here's my call stack for the call. I replaced all the localized info but left the generic ips. The ring group is 407 and the extensions are 4071, 4072, 4073, 4074.
4071 and 4072 are online and just busied for testing.
4073 and 4074 are offline due to a bad sip device.

Setting to ring until caller hangs up does what it is supposed to. So I'll use that for now. I'd like to give feedback that all lines are busy though.

Removing the two offline ext didnt help and switching to congested message played the same number is disconnected message.
