Set Cepstral Link in Web Search Path

Apparently the web search path is different than the CLI. Can we add the following to the next patch so that Cepstral will work reliably...

ln -s /opt/swift/bin/swift /usr/bin/swift

update-fixes #128 is done and posted. I put in conditional logic so it would lonly patch if it found the cepstral program installed. I have to run but if you want to post the usual about update-scripts and update-fixes it is ready for use now.
