Strange Tone when Dialing 3rd Party

Okay, so I don't really know how to describe this problem I've been having - here goes.

Many times I will attempt to call let's say Qwest or Xbox Live! and I can get through many of the prompts just fine, but with 100% consistency there is always a section in which their system says something to the effect of "Please hold while we connect your call to the next available agent" and all I hear is a loud consistent tone. My only option it to hang up.

Anyone have any clue what's going on?

I use Vitelity as my outgoing trunk with these settings:
