NO JOY T1 outbound lines randomly stop working while inbound works.

T1 outbound lines randomly stop working while inbound works.
I get the following error:

I wonder if it has anything to do with the timing issue that the provider told me about. However, I tried playing around with the timing settings and they say they still see issues.
