Use a PSTN Line in a Virtual Machine installation?

I have learned that the standard (cheap) PCI cards do not work in a VM installation. Can anyone tell me if there is a solution , maybe via USB, that can be used? I like to use the analog phone line for 800-calls and 911, since these calls are permitted on my naked DSL line.
