NO JOY Virtual Extension voicemail issue.

I have a virtual extension (40) which I want to use as a common voicemail destination. I have recorded my own voice prompt. In a way I am creating an answering machine. I can dial extension 40 and I get the voice prompt. I can dial an extension which has extension 40 as a "no answer" destination and, after a few seconds, I get the extension 40 voice prompt. BUT, the voicemail is not recorded and I get a message that repeats "we have not received a valid response, please try again". What is the virtual extension mailbox doing? It announces bu does not record anything. After hang-up no voicemail is recorded either. A look at the log shows something interesting.

The channel does exist according to the extensions list in the GUI.
I'm flumoxed. Anyone give me a pointer or two? Using R18.
 
It is enabled. Voicemail on SIP extensions works perfectly too.
 
I added a virtual extension 199 and enabled vm
called 199 and was able to leave a message with no issues
added sip extension 399 and set its no answer destination to ext 199
called 399 on no answer 199's vm answered and I left a message with no errors or error message.
message recorded ok and was able to listen to the message
