Have a customer with a number of SOHO and WFH end points all with Fortigate hardware at various locations and with some existing VPNs between end points.

What they would like to do is overlay a spoke and hub VPN network with a Vultr instance as the HUB. With proper routes and rules I see no reason why this would not work.

My question is does Fortigate have a software solution to run on Vultr or should I use the openVPN software there ?

Fortinet has a virtual appliance firewall, but it's for Hyper V or VMWare only. It doesn't run on top of an operating system as an installable package. I've deployed it in Hyper V.

You could pretty easily rent a server in any number of datacenters and run Hyper V 2019 (the free version) to do the same thing, just not Vultr. There's not a great deal of power needed. Rent two and have failover.
