Where is PBX in a Flash hosted?

I have on different occasions got the SERVER is BUSY message. Went to the front page and checked the home page to see how many users were online and it is usually less then 5.
 
There's lots going on with our hosted sites besides the forums. The sites are primarily hosted with BlueHost and DreamHost. The leap from shared hosting to dedicated servers is several hundred dollars per month. Unfortunately, you get what you pay for. ;)
