Solved this one myself. Posting so that anyone else can spend less time tracking it down.
Thought that I followed the tutorial for the Xivo install to the letter.
All voice mailboxes were being set to a time zone of eu-fr which really messed up the received time when getting voicemail.
IPBX->Voicemails->Time zones->Add line - Name - eastern - Time zone - America/New_York - Options - 'vm-received' q 'digits/at' IMp
(This matches a conf that I found from 3CX.)
Go back to all of your voicemail boxes and set to the correct time zone.
(With my install, tested cleanly.)
