I have been having problems getting my 7970 working.
SIP70.8-5-4S isn't registering.

I am going to test SIP70.9-2-1S as it is the latest I could find.

Usually if you are having problems I bet its in the configuration XML file. Took me a couple weeks of playing around, reading the resources on the net to get everything working. Lot's of great tutorials out there how to do it but it seemed they were all missing little details here and there.

It looks like 9-3-1SR2 is the latest version for SIP. Give that a try.

I run 9-3-1SR2 SIP on my 7941's and it runs perfectly. This is the firmware version that fixed the security hole allowing calls to be illegitimately monitored.

It is worthwhile checking Cisco's website for downloading firmware too. They will allow free registration and free firmware downloads for products which have reached end of life from their point of view without any service contract needing to be purchased.
